Completely disagree with this, the SB is a for everybody. Anyone that comes into the SB is treated just as equally, some people in the SB have strong friendships with each other so this may be why you feel this way. There are alot of inside jokes and conversations already flowing in the SB, get involved and you may feel different.

I agree with you, iv been in the shoutbox few times and it's usually the same conversation, same people. But i can understand why that is, just like you said yourself.

It's just hard to get into because everyone already is friends with each other and ignore new comers. I like it for a while but I can just talk to friends on Xbox. I think it's just there to get rep lol.
