Remove cookies make sure your javascript is updated, if youre testing on your phone they could have a different site for mobile thats pretty common. That being said at my college I can get on a certain website on any device ive ever tried except mine and I have no idea as to why. also obv if you can reach it on your phone through the network than it isnt blacklisted,
