You're going to have to figure out what paperwork you'd have to fill out, you should be able to call or E-mail the US department of homeland security (HLS), and they will probably forward you to immigration and customs enforcement (ICE).

As far as where to do and what to do, it depends completely on you. Scholarships are everywhere. You can get a scholarship based on eye color, height, weight, parents status, etc. They won't be full ride but they will help. You can download the Scholly app (I haven't tried it, seen it on Shark Tank), and it will tell you what scholarships are available to you and who to contact.

One thing I will tell you about where to move, look at what is important to you. If you want to be a real American and support guns, stay the hell out of California New York, Illinois, New Jersey, Hawaii, Colorado, Massachusetts, Connecticut, Maryland, and I'm sure there's a couple others. I travel a lot for work and go to a lot of the big cities and honestly I wouldn't want to live in them. Not only is it too crowded, but generally the homeless population is horrible. They beg everyone, steal things, pee anywhere, live and make a mess wherever they can and it's just not a great place to live. San Francisco, and Seattle are two of the worst I've seen. There's not much the homeless can do about it, but these are less than sanitary places to live. One great thing about Seattle is construction is booming which means the jobs market is through the roof.

If you're a city person, I'd look for a small city outside of the big cities. I'm in California doing some work and places like Palo Alto, Costa Mesa, Mission Viejo, etc. are pretty nice places. There's not big sky scrapers around here like down town San Francisco but it is still a city environment. If you like more country living, Ohio is a great place, places in Kentucky, Georgia, Alabama etc. have good places.

Look at natural disaster areas as well. The east coast gets terrible hurricanes, the mid West gets tornados, and the West coast gets a lot of earth quakes. Montana, Idaho, Wyoming, Nevada, Utah, and Arizona would be decent places to live.

Washington is alright climate wise, it usually doesn't get too hot or too cold (on the west side of the mountains), but it does rain A LOT. It's not real rain or heavy rain, usually just an annoying drizzle.

My colleague moved here from the UK for college I cant tell you the specifics but I can say he fits in real well, you can get scholarships there are things you need to adjust to like us not using the metric system lol etc...As for where to live that is completely up to you I cant give you a better answer than doing your own research would.
