I am looking to build a streaming PC that I would also be able to edit videos with. What would be a good build? Don't want to pay any more than 1,000 on it.
This would be for a dual streaming setup.

1000 what? USD, NZD, CAD, GBP, Euro, Rupees?
Do you need a monitor, keyboard, mouse, headset?
What exactly will you be using the system for, what games/programs will you be using?
Any aesthetic preference(colour scheme, side panel window, LEDs)?

1,000 USD, I do not need any peripherals. This streaming PC would be used just for streaming and editing. only programs I plan to use would be OBS and adobe premiere/After Effects. I already have a capture card and a gaming PC with a dual screen setup.

Hold off another day or two and wait for Ryzen benchmarks. An R7 1700(x) could be a solid choice for you but I'm not comfortable recommending any system before I know how it performs so I can't give you a parts list quite yet.
