Need a PC build.
I do need a monitor
No keyboard and mouse.
Budget $800 USD

Mainly for animation design and photo editing

Assuming you won't be overclocking. Around 8% over budget but you get a nice 1440p monitor with the RX460. Could swap out the 1440p monitor for a 1080p & upgrade the GPU to your liking

To get to the point, $800 is rough for a editing PC but can be done.

the i7 isn't unlocked but will sport well in things like cinema 4d, and other photo/video editing applications. Assuming you have it the 470 will help you majorly in octane, thea, and any other graphics related GPU engines.

I'm not the best at finding the parts, but I do use photoshop on a daily basis, so here is some info.

What kind of photo editing do you plan on doing?
1. Simple touch ups on photos shot in raw and/or projects with a few layers.
or
2. Full blown edits, and/or projects that require tons of layers?

if it is 1. then you could get by with a good CPU and and some RAM.
if it is 2. then you need good RAM, CPU and GPU.

finally what ever you do I would recommend setting up a swap partition (scratch disk), it will help with performance.

A GPU will help in some situations so I'd recommend adding an RX 470 when you have some more money but this will be fine for now. Monitor is important for photo editing so it's better to get a decent monitor now IMO, which this one is for photo/video editing. If you want, you could get a Z170 motherboard and an i5-6400, install an older BIOS and overclock the i5, but youd need to get a half decent cooler as well. You could do that and stay within budget though.
