Get the GTX 1070 first, then you can get a 6700k/7700k if you want/need. Then if you still feel it's not enough, you can buy a Z170/Z270 motherboard and overclock.

Remember that higher resolution equals less CPU bottleneck. However an i7 will still be an improvement over an i5. Whether that improvement is worth $300+ is up to you entirely. Watch Dogs 2 is one instance where the upgrade can help significantly. It might make much less of a difference in other scenario's. If you feel you're not getting the performance you expected, especially in WD2, an upgrade to an i7 wouldn't be a bad idea.
