Is there actually a folder with that name in your C:// directory? Sometimes you can find where they hide and just purge them. Also go through your task manager and end all but core windows tasks. Link me to the mod/file you downloaded.

Problem is buddy, if it's done correctly, they'll hide it in a folder that does not show up, a folder you will not see in main directories, they will also hide it from anti-Virus and stopping it in taskmanager will only reopen the program, some people are smart about this stuff, best option is a full reboot IMO.

Full Reboot - Unless you find where it's sourced.

Process of elimination... start with the simple stuff. You can view hidden folders. And in order to reopen the program there has to be a command string being sent out from something that is also currently running with the privileges to do so. It can almost always be found quite easily using event viewer. There is some digging involved but it sure beats nuking your PC from orbit. Especially if its been introduced to your PC via a mod likely made by someone without adequate knowledge.
Which is why I'm curious of the mod. But yes, without a proper diagnosis or the means to do so you might as well just say $%&# it and nuke it.
