I've put this build together with the help of a few tech savy friends and just wanted some opinions from the experts around here. What would/should be changed? This build is quoted to be around $3000AUD
Western Digital 2TB HDD
Samsung 850 EVO 500GB SSD
Kingston HyperX FURY 16GB (2x8GB) DDR4
Windows 10

Is custom, not prebuilt but interested in why you are shocked by the price. What would you change?

Aussie's get proper shafted in pricing. $3k doesn't sound too far off.
OP- what specific PSU? Wattage and model?
What motherboard chipset? Is it the Z170 Gaming 3, or H170/H270?
What specific HDD? You're either over paying or getting a slow HDD.
What monitor have you already got?
Have you already got the kb and mouse? Or are you buying those with the $3k budget?
What are you using the system for?
Are you going to overclock?

Just made a quick build on PCPP to see what prices were like with a 7700k and GTX 1080. Still around $300 left! Ignore the other components, just added to see what the overall price would be.

Thanks for your comment, you seem to know more then just wanting to negatively criticise me.
PSU - CS650M 650watt
MotherBoard - GA-7170 Gaming 3 ATX
HDD - Wester digital WD20EZRZ 3.5" 2TB BLUE 64M 5400RPM SATA3
Monitor at the moment is just a samsung, nothing special just 24", it's decent but will hardly use it anyway. Was considering dual of the one I'm getting but at $430 each i'll pass.
KB & Mouse - Within that price
Usage - Indi games developing, light gaming (testing, benchmarking, personal gaming)
No plans for overclocking as of yet.

I should add that the quote included "High end PC assembly and testing" (on the quote receipt) which is $120. So all in all it's going to end up around the same price both of you have given.
