So I tried streaming/recording with OBS studio and I tried recording Counter Strike and I only get ~90 fps playing in 1024x768.

I'm recording at 2000 bit rate, 30fps at 720p and my frames are not playable on a 144hz monitor

I feel like my computer should be able to handle it but idk

Don't see how you're struggling with those specs.

Are you looking to upgrade anyways or are you looking to upgrade just because of this issue?

Old system. OBS is heavy on CPU for streaming, and recording.

My OBS does the exact same thing :/ I play 1440p at ~300fps but can't stream 720p30. No idea what this issue is

I also have a similar problem. I have a decent PC but poor stream quality.
I have no idea of a fix to the problem, I've looked a lot aswel.

If it's just the quality of your stream, and you're not having any issues while playing it may be to do with your bitrate or internet speeds.

Make sure your internet speeds are not sub par. Assuming internet speeds are fine, a Xeon E3-1231 V3 or an i7-4790k would be a decent upgrade.

So to answer the question, yes I was planning on upgrading my CPU to an i7 anyway
