When playing GTA V lately it has been very buggy as in the map not loading in time and getting frame skips and lag. My PC can easily handle the game on very high because it has before no problem, just been happening lately (past 2 weeks). Not sure why my CPU is at 100% either

This was happening to me too but only at the first few minutes of playing I haven't played it in a couple days so I don't know if this is a occurring problem or if it's just hardware issues.

The standard question... Try upgrading your GPU or re install your GPU drivers if you're up to date.

Your CPU may be throttling but judging by temps there is nothing to worry about...

Have you overclocked your GPU in anyway?

It could possibly be your hdd/ssd that it's installed on. Is it getting close to it's limit of capacity? I get horrible loading times and frames when my hdd is about full.

underclock your GPU and test not a major underclock, maybe 100mh less. If anything uninstall the drivers, the 1070 sports just fine in GTA so that is out of the question.

As posted above me how is your storage capacity looking?

My storage capacity is fine on all my drives. Only the 120 is close to full but no games are on that. I'll try everything suggested above and let you know if the problem still consists. Thanks guys!
