Mitochondria wrote make a new steam library folder elsewhere on the system and try again.
Right okay I have wiped steam, going to reinstall in a different location see if it works.

Okay so I have a different error saying the content servers are unreachable?
EDIT: It's giving me the previous error again, I'm starting to give up I can't find any fixes for this wtf...

Are you sure its not your firewall blocking you from downloading ?

OMFG IT WAS MY FIREWALL I CHECKED IT THE OTHER DAY AND IT DIDN'T WORK STILL I FEEL SO DUMB BUT THANK YOU MY FRIEND I LOVE YOU.
