Photoshop CC 2017 would be the latest and if you would like to get it cheaper, there is a student version you can get and you get all the adobe programs for like $20 a month so its not too bad. It's on the Adobe Creative Cloud website.

Depends on what you want to do. Photoshop for designing images, banners, etc, and Illustrator if you're into designing professional logos or any type of art.

It isn't a matter of what's best to use, it's a matter of what you're comfortable using - it would be best for you to download a trial version of Photoshop, and also try out different programs such as PDN and GIMP. There are tutorials within the Graphics Forum that will help you out with PDN and Photoshop, however, not so much GIMP - but, I will be changing that soon enough and updating my thread further.

Photoshop is the best way, Cinema4D is also a good program.
