If both sticks are working, both DIMM slots are working and the RAM is being recognised in the BIOS, then it definitely should not be an issue with the RAM. It sounds like some sort of conflicting hardware, or OS issue.

Like I said before, unplug literally everything that you can. Keyboard, mouse, USBs, storage, ethernet cable, optical drive(s). Repairing your OS is another option. If neither of those work, it sounds like a dying HDD to me, possibly.

I ran the sfc scannow thing in CMD and it said it found corrupt files but was unable to fix some of them. Could this be the problem? Is a fresh computer operating system install worth doing?

Yeah, I would have suggested a fresh install of OS but most people are usually against doing that if possible. If you don't mind doing a fresh install, go for it.

At this stage I dont care about doing anything, I just really want to get this RAM installed. Time to figure out how to do a fresh install without a disk

You can download an ISO from Microsoft's website for whatever OS you're using. At least you could last time I checked. Just mount the ISO and run it, and you should be able to re-install OS, or make a bootable USB.
