What is your budget and currency? $700-$900
Do you need a monitor? No
Do you need a keyboard? No
Do you need a mouse? No
Do you need an operating system? No
What will you use the PC for? He just wants to play games such as H1Z1, CSGO, GTAV, etc.
Heres the list i have now, obviously it's not the best and that's where i'm seeking advice.

It's ok to go a little over budget.

I wouldn't bother focusing on trying to get 2 x RX 480s right now. If you were going to do that, you'd be better off getting a more powerful single GPU. However, a single RX 480 will be fine for 1080p, or even 2560x1080 so I'd just get a nice system with a 480, and you can have XFire support so you can add a 2nd 480 in the future id you want. Rumours/leaks point towards the 580's being released in a matter of days so it might be worth waiting for that. Grab that RAM while it's cheap.
