The title says it all, all that's really needed is the PC parts themselves in the price range of $700-800

Here's a solid build 13 provided for me that i'm currently building for my brother.

13 will probably give some more incite to it and provide you with a different one but here's one he did for me a few days ago and it's in your price range. Also, if you want you should grab the RX 580 since it just dropped.

That is over budget, and adding a 580 only makes it higher but at least you did a decent recommendation just a bit pricey.

More in budget, and the 480 is essentially par to the 570 (but the 570 is cheaper right now so..), just a few FPS maybe 5-10 difference from the refresh depending on the games and settings.
you could spend the extra ~$80 for the r7 chip but only benefit from more cores in that case, a overclocked r5 chip can damn near match and at times surpass a r7 stock chip(or slightly OC'd).
A decent 2TB drive, and a decent sized SSD for storage. Wait for 13 to come and recommend his build.

No it isn't. Why do you keep saying this? The 580 is the 480 with an overclock.
OP- what games are you actually going to be playing? If you're just playing stuff like Overwatch and LoL, you don't need to even spend $800.
Also, what monitor do you have? Could be 720p or 4k for all we know.

There isn't much sense in buying a $200 card, that the bios can be flashed to a previous gen if you really wanted to (burn your card up like the initial 480 launch with pcb issues). That and it doesn't make much sense when you can get matched performance at a quarter less, for a 1-5% performance difference across all cards.

ME Andromeda, 480 performs more than 15% better than the 570. For Honor, 480 performs more than 10% better than the 570. Again, in DOOM, the 480 is more than 10% faster. GR Wildlands, another 10%+ improvement with the 480 over the 570.

What? This makes no sense. No one is flashing old BIOS' to any $200 GPUs. People are flashing their 480s with 580 BIOS' for better performance. No one is 'burning' cards.

Except that the 480 is consistently 10%+ faster than the 570, and as for price, 570's are selling for $175, you can get 480s for less than $10 more. That being said, the 400 series are getting harder to find because no one is stocking them anymore, but the point still stands, the 570 absolutely is not "par with the 480".
The 570 is a nice improvement over the 470, thanks to improved memory, but it's still not on par with a 480. The 570 is an improved 470. The 580 is an improved 480. The 470/570 is a cut down version of the 480/580. An RX 480 with an overclock to around 1450MHz will perform the exact same as a 580. The only difference is that the 570/580 use a little less power at idle, but more when under load and because they're slightly newer, AIB partners are putting newer, slightly improved coolers on the 570s and 580s. Pricing is a bit high because it's a brand new launch, hopefully pricing should start to drop again soon.
