to mod everyhting thorugh xport and modio do i need windows xp service pack 3?

If you're on Vista or 7, then run the program as an administrator. It is also recommended that you disable your UAC (User Account Control) to allow you to drag and drop certain items.

If you're on XP, just click it and open it.

Correct.

Running the program as an administrator on Vista/7 makes the program work properly. You do not need to turn off the UAC, but it is recommended.
