I'm currently trading items with someone from a different state. I am sending half of my items first and he is sending his item then I am sending the other half of my items. If he receives the first half of my items and doesn't send his item is there anything legal I can do?

He's most likely going to scam you if he asked you to ship first.
I'm pretty sure you can file a complaint with the mail providers for mail fraud.
I'm not sure though as I don't get scammed.

It is valued at around $1000 in items that I am sending first, is there any legal actions I can take if he doesn't follow through with his end of the deal?

I'm aware of that and the risk, I just want to know if there is legal action I could take if I went through with it and sent him a package and he didn't reply or send anything after?

As I said, you could try to file a complaint with the carriers you used to ship with for mail fraud.
But I'm not 100% sure as I have never been in this position.
