Your plugins do not matter.. that is not the issue, I can run the program but my friend using exact same plugins in exact same slots cannot, It's a computer issue, have you tried to disable your Anti-Virus / windows defender, and firewall.

Make sure you go to your firewall settings and let the tool have access only on private networks.

Okay Guy's my "firewall" "Antivirus" are off & the tool has privileges to use the network!
but im still getting the error

whats the details of the error? It could be an outdated Microsoft Visual C++ version. I know some people have had issues with tools crashing because of that.
