its turning on and off repatedly i used to be good at fixing this stuff but i quit for two years im bakc clueless can anyone help me please

It could be your plugins, boot the console up then when the ring of light goes around hit the eject button and it should clear your plugins and boot you to the dashboard. Then just go into dashlaunch and remove them.
