Make sure to have xbdm.xex as plugin1, Are you only trying to find your console with the ip address? or have you also tried jtag?
You can reset your network settings back to default on your console, that may help. I had an issue where tools wouldnt connect a while ago and resetting my network settings fixed it

tried doing everything (resetting default network settings and all that) tried the word jtag and it says minimum installation cant press full installation.
