When you leave a comment on a post and under your user name there is a little bar with like a meter , it can be like full halve full or whatever can someone explain what this bar is?

Yep you're at 91, the bar will change once you hit 100, then 200, 500, 1000 etc etc.

Yep you're at 91, the bar will change once you hit 100, then 200, 500, 1000 etc etc.
Nice , I think I'm on Something called junior or something, but I have been on ttg for around since August 2016 but haven't started using tag since maybe 1-2 months ago

Yep, you're a junior member. If you go to the top right of the page under "quick links" you can click on "site ranks" and see your status on all the site ranks. It will show you what is needed for them and what your progress is.
