You don't put a VPN on your Xbox. You activate a VPN on your computer, which 'hides' your IP address. And, since you'll be connected to the same IP address as your computer, your Xbox's IP will also be 'hidden'. Most of these VPNs are not free but some of them offer free trials.

Can I put one on my phone and use my hotspot and will it hide my phones ip

Easier to do with a laptop if your desktop doesn't have 2 ethernet ports...Let's jump in
1. Connect Xbox to Laptop through ethernet
2. Connect Laptop to your home wifi
3. Enable VPN on Laptop (PIA is my go-to)
4. Open Network and Sharing Center (assuming you're on Windows)
5. Hold CTRL and click your ethernet adapter, wifi adapter, and VPN adapter if present so all are higlighted
6. Right click on one of the 3 and select Bridge Connection
7. Wait for the virtual bridge to be created and make sure all xbox settings are set to automatic (if you're having issues this would be the last place to make your corrections)
If your Xbox can't connect
Open a CMD prompt as admin on the laptop and enter the following commands
ipconfig /release
ipconfig /renew
Then test your connection.
FYI this setup can be really irritating and you'll have to run the above commands once a day assuming your dhcp server leases IP's for 24 hours, but you can create a static IP to avoid that...but I still ran into issues and found it easier to take the 2 seconds to punch those in, even easier if you just leave a batch file with the commands on your desktop
Used this setup for awhile and bridged my hi-gain wireless adapter for a better connection than what the stock wireless card offers until I fixed an interference issue in my surrounding area.
