That guy is a dickhead man feels bad they destroyed your pc. I would of tried to take some kind of legal action over this if i could.
But speaking of USPS/UPS. The deliverers in my area are actually really nice and dont football toss our packages lol.

I'm a UPS driver myself, and I can tell you that I try to not destroy anything on route. We are not allowed to have tape in our trucks so there is nothing we can do to fix the issue. Its VERY rare that I even get a open /destroyed package (maybe twice a week). But if I do, I will ring the doorbell wait a couple minutes and ask if they want to refuse it. Other than that, there is really nothing I can do.
I dont like the whole drop and run maneuver that many drivers do when a package is opened or looks damaged.

Never had these problems but I know plenty of people that have and I would pretty stressed out if one of packages came home looking like this
