My friend has an RGH and he was having trouble downloading accounts so I told him try these steps below and it worked.
Step 1 restart console
Step 2 sign into your regular account
Step 3 restart console
Step 4 sign into a different account
Step 5 restart console
Step 6 you should be able to now

If this doesn't work willing to lend my account to use it as a dummy but all I ask in return is a BO1 recovery

Get him to login into the account on Xbox.com then download it onto the Xbox once logged in

Might be 2 step verification blocking it

Just rebooting won't do anything unless you where having a connectivity issue. (Sometimes)

Two-Step verification is usually the issue.
But, other issues fall back on other problems.

Easy Fixes for most problems:
1.) Clear Cache many times
2.) Sign in on Xbox.com
3.) Delete some profiles off your HDD(If you have more than 3)
4.) Reboot(Sometimes fixes)
5.) Try downloading the account on a retail and USB transferring to RGH.
