Wanting to upgrade but not looking to spend too much.

Nothing special by any means and I've been playing Diablo 3. It runs fine.
But would like to play Spin Tires and Over Watch more smoothly.
Kinda new to PC. Just switched from XB1 so unsure of what I should upgrade first.
Most of my friends say upgrade GPU first then.
PSU is 300W.
Any advice?

Most of your friends don't know what they're talking about if they're telling you to upgrade GPU first. That PSU has got to go. That is getting way too tight for support on a GPU upgrade or any other needed upgrades for that matter. 300w even with a 960 is cutting it close and that leaves very little room for full usage with any other hardware. Yes the CPU doesn't have an extreme power draw, but we have to account for your other hardware plus whichever GPU upgrade that is bought. The PSU worries me that it could be a "time bomb" given it's wattage and I'm thinking this was a PC bought second hand or a prebuilt, which are problems in their own with regards to the PSU.
If I'm being honest, I had to double look to make sure I was reading right with the i5-650; haven't seen one of those in years.
If I was going to talk about upgrades at all, it would be this. PSU > GPU > maybe CPU (since you mention OW, people on a i5-650 with a GTX 650 have been able to hit 40-ish FPS on medium settings) > monitor is eventually going to need an upgrade too as that resolution is going to really hamper your field of view in FPS games. After that, an SSD would be nice but (I hate saying this) not something you need to stress out too much about, given the importance of the PSU and GPU upgrade first.
The case still needs to be known for a GPU recommendation. We have to make sure it will fit inside the case without getting blocked by any drive/optical bays or anything else. If you don't know your case, you could try taking a picture and then we can try to guess based off of other cases. If you take a picture, take a picture inside the case so we know if there is any optical or drive bays that could be a conflict of interest for the GPU.
