Try taking off all your plugins besides xbdm and your server and see if you still have the issue.

You will need other plugins to run tools so I would set RPC as plugin 3 and JRPC2 as plugin 4. I have those plugins set and everything works fine for me so you shouldn't have any issues either.

XBDM.xex
NiNJA.xex
JRPC2.xex
Up to you

RPC is included in JRPC2 I believe therefore it isn't needed.
