Yes surprisingly a lot of people still mod Gta 4/TBoGT/TLaD including myself.

I just stopped recently, first game I ever played online was GTA BOGT, those were the times </3

I'm late, I know. Just wanted to add that the GTA 4 modding community is mostly just 3 year olds with a recovery freezing consoles. There are a few good modders that want to have a good time, but for the most part, you're getting your console frozen, or spawn camped by some kid in godmode flying the Anihilator.
