I've never had a Paypal account and I've been thinking about creating one.

If you're at least 18, yes.
If you're not 18 and your account gets limited, you're shit out of luck until you turn 18.

You're safe from the infamous "chargebacks" (when a customer pays, waits a while and then tries to refund his money by saying that it was an unauthorized payment) by receiving money through "Friends & Family".
PayPal is safe to use; you'll be receiving quite a few e-mails from "PayPal" because someone's trying to phish your account, be careful with those e-mails. PayPal actually makes buying through eBay, at least for me, faster and makes me feel safer since I don't have to put in my credit card/debit card information into eBay.

Now when I create a PayPal account, do I have to link it to my bank account or do I just link it to my debt card?
