I currently have a i7 4790k and a GTX 750TI. I Want to be able to run pubg smoother would it be worth it to upgrade to a 1050ti. This is what im looking to buy. Also if u have any suggestions for under 200$ that would be awesome.

First off, PUBG is very very poorly optimized, I have a Intel i7 6700k and a 1080ti and I can't get over 60+FPS on low settings, Only Very Low settings I get close to 100, So I would wait and see what PUBGs developers push out for optimiziation updates before you upgrade

Is a 1080ti really struggling with PUBG? My 970 does pretty damn well with it on pretty high settings. Also OP, if possible, I'd recommend saving up some more for something beefier than a 1050ti.

No need to run on high settings, run everything on very low. The only thing I run on ultra is render distance

Either his GPU is overheating and throttling, he used Nvidia's recommended settings on GeForce Experience; which is up-scaling his resolution past 4k since the 1080 Ti can run past 4k - just not well, his card is defective/shitting out or it's a lie about even owning a 1080 Ti or it reaching that low of FPS.

Edit: PSU might also not be delivering full power to the card, where it's not using a full or rather high draw, so there's that too I guess. Many variables.
