Sounds as though the person is a good guy scammer, if he is suggesting you use a VPN when logging on to PayPal and sending the payment, it means that he has no intention of fulfilling his end of the bargain, however it means that you can then claim unauthorized transaction on the payment, thus getting your money back. However, by the time you have done this, he would have already moved the money elsewhere.
