Dont you think it would be more official or more appropriate for a staff member to make the list? It would be less unbiased... just saying however. Not really a normal members job to rank other members.

Really cool thread man didn't see it last year, nice to see I made the list.
Just would like to say thanks to the people that nominated me.

It's pretty simple on how to get your name on the list. If you are nominated by one user you will be put up on the list, If you get nominated 5 times you get rep + a colour on your username. If you get nominated around 20 times i will gift you gold! Not much but least i can do to say thank you on my behalf. You can nominate moderators also!
