You can access other player's uploaded car tunes via the Storefront within the Community menu of the game. To create your own tune you first need to go to the Career menu and select the car you wish to tune, then click the Upgrade tab, here you can purchase a quick upgrade which bumps your car up to a select benchmark, purchase upgraded parts separately, create your own tune setup and even purchase player-created tunes for the specific car you are currently in.

Thanks for trying to help, but your copy-pasting didn't answer my question whatsoever...When you buy another player's tune, you cannot customize it yourself, it is locked; yet I want to critique it to my liking. I already know of a couple ways of doing so, but I'm not purchasing Horizon Diamond for one tool & Anarchy for some reason requires me to download it's associated FM4 add-on from their server which has probably been down for years...does anyone have that add-on? Or are there any other tools that'll do this (w/o currupting data like Hazzard) or do I seriously have to learn the hex code for liveries?
