There are so many ways to make a cartoon effect to a picture. There are alot of quick filters that can be done in 10 seconds to give it all kinds of a cartoon look, I have about 30 cartoon filters installed. If you want an illustration drawn from that picture than that will be alot harder to get done quick and free. Do you have an example of what cartoon style you want done? That might help the designers out a bit.
