The cheapest RGH console you'll find is the Falcon console. The lowest seller I've seen on here (for the Falcon by itself) is $100; there are other consoles that are a bit more expensive.

The price is the console by itself, you'd need to buy the HDMI, the power brick, the remotes, HDD, and everything else necessary to use a console. You can find the games for free on the Internet (via ISO files) or you can buy the physical copies of the games.

Also, if you're not prepared economically to maintain an RGH, don't do it. What I mean is that if you don't have the money to constantly get KVs if banned or able to afford a good stealth server, I'd recommend not doing it. Unless you're just going to use it every now and then, you'll be just fine.

And I'm honestly surprised. KVs were pretty hard to come by back in 2013. That and the person I bought lifetime stealth from didn't send me an update and went awol. I made 3-4x what I put into the RGH and stealth, so I'm not complaining.

I'm thinking about going with Rodent as that's the person I bought from last time. Honestly, I'm mainly just buying it for fun this time. Main games I'm looking at playing online is Mw3, BO1, BO2 and maybe Mw2. I know chances are high, but if I'm not being super obvious with my RGH, I should be fine correct?

although lifetime on Ninja is 2000$ or 2400$ with African Menu ( FOR GTA )

I see. I believe these are the same people I bought the lifetime from. I'm probably going to find the payment I sent them and see if they will in fact honor the lifetime stealth they offered. If not, again, I don't care.
