Freezing issue during CSGO

Hi there.
Randomly when playing CS:GO my whole PC will freeze (game and mouse with a sound loop) for a couple of seconds at a time and the freezing can be totally random and/or frequent. One after another.
This only happens to me when I am playing CS:GO and no other games. I play a lot of rust which uses more of the CPU and GPU without any issues.
I have tried numerous things to try and solve the issue without any success. Any help or advice would be appreciated. I have tried a couple of YouTube fixes with no success also. I have tried uninstalling the game and reinstalling it into a new drive; inputting launch options, verifying integrity of files, updating drivers and numerous other things.
My specs:
Motherboard: ASRock Z97 Extreme4
CPU: Intel Core i5 4690k
GPU: Gigabyte Geforce GTX 1080 Windforce
RAM: HyperX Fury 16GB (8GB x 2)
PSU: EVGA SuperNova G2 650W
SSD: Crucial 120GB
HDD: WD Blue 1TB
Windows 10

if you find a way to stop the freezing please let me know cos im having the same issue and its basically impossible to play

During a freeze in the gameplay i am unsure if I am able to open the console. I will be sure to message you back when I have tried this.
I can open the console during gameplay but I have not tried it yet when the freeze is occurring

After the lag I am able to open console and these are the two different messages that are causing the lags. The majority of the time it is the steam update for 900 message causing the lag.
Telling Steam not to update the app for the next 900 seconds
AND / OR
SignalXWriteOpportunity(3)
