The program is saved to your desktop.
If you look you will see a green icon called xbox 360 neighborhood. if for some reason it didn't download
make sure you configure your firewall and antivirus settings to allow downloads.

My only guess is that your antivirus is deleting it immediately upon installation

Wasn't able to see what was causing the problem on my computer. So I was able to borrow a friends laptop and install SDK files on there and load them onto a USB drive then copy them over to my PC
