Because you can't mod gta on next gen and they ended character transfers back in March so its the only way to get mods for it now. Believe it or not some people love gta that much. Its better than spending thousands on shark cars. By the way this is something that could easily be discussed through pm's rather than spamming people's posts with your personal opinion.
