I have never done graphics and want to practice some and was wondering whats the best app/website to use that is free because I'm sure I won't end up using it a lot so I don't see the point in wasting money but if I enjoy it I may invest.
I want to practice making some thumbnails and avatars and banners.
Any advice or recommendations?

If you have access to the Play store, you should be able to search "Adobe" and find listings for various different Adobe products, such as:
Additionally, there are also various websites that you should be able to access at which you'd be able to delve into Graphic Design, these websites are:

All just a quick Google search away!
