I think you usually press it when it shows you on the airplane. Then it doesn't work until you get to the race with lamar, when you get out of the car you should fall through the map. Give it a second to make sure it saves then find new session. Some menus like purge and African engine just bypass it completely so you just land in a session with it already complete.

You might not be waiting long enough for it to save. Also some menus just flat out suck for skipping the tutorial in general but most of the decent menus work.

Most menus have a "Skip Tutorial" option somewhere in the menu, usually in the recovery section. I personally use the option when my character is getting out of the airplane and walking to the vehicle. If that doesn't work, either try a different menu or try clicking the option a few times. I always to click it 2/3 times just to make sure it reads it successfully so try that and it might work for you.

Just use the cracked version of purge 3.9 if you want a free menu. You can definitely open that during the cut scene and bypass tutorial but I'm pretty sure even the cracked version should bypass it totally. Just like when you create a second character it just gives a message saying "you've already completed the online, tutorial do you want to skip?"
