Try creating one on another device or try doing it online.

If you are getting the message that you "cannot create anymore free iCloud accounts" then there is nothing you can do, besides use the currently existing accounts that were created.
(Note: To get that message, means that a lot of free accounts have been made)
I would suggest that at this point you contact AppleCare and have them review your Apple ID account to see what free account have been made.

You can create an entirely new Apple ID account.
