If I was to buy FPs on Fifa 17 console version, could I transfer them onto the 18 web app?

Nope. You have to do the one time transfer on console first.

Nope. You have to do the one time transfer on console first.
So there's just no way of getting points until the game is fully released?

Early access game...which is the full game, just you are limited to 10 hours playing time. Its recommended that you buy/load the points when you load up early access and then log out, keep your hours for game time and then open packs in the web app.
