are you setting your plugins in Dashlaunch? if so, make sure you're pressing the correct button ( don't remember of the top of my mind )
- although I personally edit the launch.ini or jrpc.ini - on my computer.
( move from xbox360 SDK, edit, save, move it back, reboot.
- Make sure to remove any USBs, it will always ALWAYS! read the USB, that could be your issue.

I was saving it properly I removed my USB and booted my console and my plugins saved I'm just confused because I've always had my USB in my Xbox and have always been able to change and save plugins no problem

I'm not sure, maybe you can set a default device, but I never messed around with Dashlaunch or Xex, I do everything through FSD or SDK.
