1. Add me as a Friend on Xbox One and I will invite your account to the Xbox One Preview Program.
For this to work you have to be my friend. I am not able to invite people unless you are my friend.

2. After Microsoft processes that invitation you will receive an Xbox Live message with a link to download the Xbox Preview Dashboard
so you can register your console (opt-in). The time frame between being invited by your friend and receiving that message can vary and is dependent on Microsoft.
I recently invited a friend and they received the invite within 48 hours. Everyone's mileage may vary. (I have been told its taken up to 72 hours)

3. Once you download the Xbox Preview Dashboard and opt-in for testing future builds of the Xbox One console operating system,
aka Windows 10, you will have to wait like all of us to be validated and ready for the next preview release.

4. Boom you're in the program! You may be able to invite your friends.
I have had people tell me that they are not able to invite people if you join the program
after 2016 you are not able to invite people.
