You will benefit fairly equally between the two systems, the 580 is a 8GB model which is at a good price right now. The Intel system will perform better in most tasks once you enable core sync and a few other options JayzTwoCents covered this fairly recently.
Ryzen, while an underperformer to Intel in most tasks would be a good option if you would like to keep the price lower, and have a good bit of background work.
The QX2710 has great overclocking abilities out of the box. You could also opt for a ultrawide 1080p monitor from LG and most of them overclock to 75hz. I don't see why you want over 100 fps when in your last post you said you would be using a TV? Once again you will never be able to feel it, nonetheless see it without a good monitor to pair it with. 60-75+ is perfectly fine for everyone.
After effects is more Core/IPC heavy, you honestly wouldn't need over a quadcore anymore, but both of the systems listed are perfectly fine for any of the uses listed under "editing" programs, don't really see why you would use SV, and AE.
