Have had this issue before, letting it sit turned off over night fixed it for me and have read that letting it sit turned off for a day or so has fixed for others as well, but that could just be coincidental of course

Unplug the back of the Xbox from the power source and then plugin it back in after 5 seconds and try again

Try booting without the plugins. To do this power on the Jtag and after one second hit the eject button on the console.

What kind of console?
Did the laptop blue screen?
Type of cable for video?
Hdmi? Av cable for pc?
Usually the console will not blue screen usually stays black if plug in issues or freezes on Xbox logo
Seems more of a laptop issue
