if you are playing games at the lowest settings it lowers textures shadows etc so it makes it less graphically demanding. Dont worry about that as that isnt the issue here 99 degrees is dangerously close to killing a cpu

I will get the thermal paste today. But even when I upped the settings to 720 or 1080 it would still play just as laggy and glitchy as it would on 480.

My CPU fan isn't even moving lol that's the problem. After I apply more thermal paste if it's still glitchy what would be the graphics problem?

Stupid question, but if your CPU fan isn't working are you sure it's plugged in.

Don't run the computer if your CPU fan is not working, you are going to fry your processor.

Your GPU fan will only come on when the card hits a certain temperature due to the fan curve.
