I shredded a file/program a few days ago that I do not remember what it was but now it is named in either Japanese or Chinese (forgive my ignorance to the difference) and it says I need administrator access. I tried going into the permissions but it still did not let me do that either. I am also unable to put it in y recycling bin, what do I do?

Try making yourself the owner: [ Register or Signin to view external links. ]
1. Open Windows Explorer, and then locate the file or folder you want to take ownership of.
2. Right-click the file or folder, click Properties, and then click the Security tab.
3. Click Advanced, and then click the Owner tab.
4. Click Edit, and then do one of the following:
  • To change the owner to a user or group that is not listed, click Other users and groups and, in Enter the object name to select (examples), type the name of the user or group, and then click OK.
  • To change the owner to a user or group that is listed, in the Change owner to box, click the new owner.

If that doesn't work, use Process Explorer to search for and end the process using the file: [ Register or Signin to view external links. ]

You can also try deleting the file in safe mode.

If nothing else work...

Then you can try:

Ubuntu Live CD:

    It's free
Does not require any installation (if you use the live cd)
    It usually bypasses everything

Use a mac:

Plug your hard drive with a USB to SATA adapter (3.5" drives require external power source)

With both of these options, just browse to the file and delete it.
For anything like this, to be safe, clone your drive before using Norton ghost or acronis
