I currently have an obsolete computer sitting at the specs of
EVGA 500 power supply
Msi 960 GTX 4G
i5 4460 CPU
8Gb Ram
Msi h81M-E34

I am looking to be able to play, record and streaming at 1080p at at least 60fps preferably higher. The PC I currently have is very sluggish and can't even record me playing COD or 2k at 60 FPS 1080.

If anyone could point me in the right direction it would be greatly appreaciated. I am looking for both a budget PC and a PC worth investing in. So I can compare. Thanks guys

What case and storage do you have?

US and I'm not looking to spend too much at the moment but maybe in the future I'd be willing to spend around $500 at the moment and another $1000 in a month or so. I honestly couldn't tell you what case I have it's been a few years. And I play games on my PS4 and use the PC for recording and streaming purposes. If I play games on my PC which is rare I play fortnite and games like that. My main focus is being able to record and stream from my PS4 to my PC and what I have currently doesn't cut it.

You shouldn't be having a hard time streaming console games with that system.

Add an SSD. You can maybe grab a used i7-4770 or 4790 if you can find one under $200.

I for some reason do. Everyone tells me I shouldn't have a problem. It for skme reason I lose frames like crazy. It looks like I'm recording on a dinosaur computer after the finished product. So just upgrade the CPU to that and I should be golden?

Well, are your internet speeds bad?

You can upgrade the CPU but it isn't likely to help a lot. Add an SSD.

What are CPU and GPU temps like? CPU, GPU, RAM utilisation?

I couldn't tell you what my temperatures are at bc the computer is stuck in a boot loop and I'm unsure why.

I think you should try figure out the problem with your PC before throwing money at an upgrade.

What specific 500W EVGA PSU do you have?
You have 8GB RAM, is it 1x8GB or 2x4GB?
