I just got GTA 4 off from Steam and whenever I try to launch it, it'll be in fullscreen mode and I will see the first paragraph of trademarks information they give you, and it won't go any further. I found out if I do ALT+ENTER and then ALT+TAB out and back in, it'll become really small and windowed in the top left corner (it's like 1/4 the size of 1920x1080). But that fixes the freezing issue.. when I try to ALT+ENTER to fullscreen it usually becomes extremely blurry. If I just continue messing with it it just gets me nowhere and led me to asking for help on here.. I've tried googling everything.
Here is what I've tried:
Launch options -novblank -norestrictions -nomemrestrict -availablevidmem 2048.0
Compatibility Mode Windows XP Service Pack 2
Launching from Steam and Launching from GTAIVLauncher.exe
Any help is appreciated, and anyone that leads me to a fix will get as much REP as I can give.

this fix go in to game and go in fullscreen and yeh and quit and go into setting when u see online mode and story mode and go on the option button and click it and then set to fullscreena and res and keep doing it everytime u get on or off and it fixes after a while
