Hello there i am unable to create a new xbox account without using a phone number nor email as i have exceeded the limit on xbox and my other devices. Anyone know how to make accounts when in this situation?

Make them on the Xbox website. That's really the only option unless you contact support and get them to reset the limit somehow.

Make a new email and create the account on Xbox 360 or Xbox one. Boom

Use disposable emails like 10 minute mail for example although you may wanna add your phone number for security if you get locked out because obviously in 10 minutes the email would expire and that would no longer work.
